Back ground, duties and definition of the Isralei Medical Cannabis Agency

The Medical Cannabis Unit in the Israeli ministry of health defines Cannabis as a “dangerous drug”. It doesn’t recognise cannabis as a medicine nor it’s safety or efficacy. That being said, the unit does recognise that “there is evidence that cannabis could help patients suffering from certain medical conditions…”. Basically, after Tikun-Olam had permission to grow 100 cannabis plants in order to supply it to patients holding a permit, but facing difficulty to obtain the cannabis, the state of Israel was facing a problem.

Israel has signed the 1961 “Single Convention on Narcotic Drugs” and in order to respect it and the 1973 “Dangerous Drugs Ordinance (New Version)”, the government convened and according to it’s 3609 Resolution designated the ministry of health as the “government agency” to administrate the medical cannabis issue. This is how the Medical Cannabis Unit was established, and it is under its jurisdiction to regulate the filled of cannabis for medical and research use.

The Medical Cannabis Unit is the authorised body in the Ministry of Health to issue patients with permits to use marijuana for medical purposes, in accordance with the procedures that have been set, to evaluate authorisation and to provide appropriate permits to those engaged in the field of cannabis.It is also responsible for authorising investigators and various research bodies that wish to carry out studies on cannabis and cannabinoids.
